Harassment, Intimidation, and Bullying
A provision in the New Jersey’s Anti-Bullying Bill of Rights Act (N.J.S.A. 18A:17-46) required the Commissioner of Education to develop a program to grade the efforts of each public school and school district to address bullying in the school environment.
In fulfilling its statutory obligation, the Department of Education (DOE) created a self-assessment form that each school completed to measure how well it met the requirements of the Anti-Bullying Bill of Rights Act.
The New Jersey Department of Education has posted school and district grades as determined by a Self‐Assessment released by the Commissioner in December. Schools were provided with a rubric to rate their performance in eight categories, including programs to prevent harassment, intimidation and bullying; staff training; student curriculum and instruction; proper staffing; and reporting and investigation procedures. Each school’s grade is a raw score from a minimum of 0 to a maximum of 78. The school district’s grade is an average of the total scores of all schools in the school district. It is important to note that the Department of Education‐issued grade is not represented as a letter grade. The Department is not issuing any associated value or ranking for the raw and average scores. The raw and average scores reflect the school and school district’s degree of compliance with the Anti‐Bullying Bill of Rights Act (ABR), as determined primarily through each school’s self‐assessment of its implementation of the ABR.
Beginning with the September 2011‐2012 school year, the Clinton Township School District has conscientiously implemented the requirements of the Anti Bullying Bill of Rights Act.
